Hyderabad is growing, with Micron's chip packaging plant and several IDM expansions. Pune and Chennai have pockets of embedded and automotive semiconductor activity.

The honest constraint is talent supply. India produces many electrical and electronics engineers, but semiconductor-specific experience — particularly at advanced nodes in physical design, or in custom analog — takes years of on-the-job depth that cannot be compressed.
